(Geosyntec) is pleased to submit this proposal to Indian River <br />County (IRC), Solid Waste Disposal District (SWDD) to provide engineering services related to <br />the modification of the Title V Air Operation Permit for the IRC Landfill (IRCL) facility. The <br />current 5 -year permit (Permit No. 0610015 -005 -AV) was issued on June 1, 2017 with an <br />expiration date of June 1, 2022 by the Florida Department of Environmental Protection (FDEP), <br />Division of Air Resource Management (DARM). This proposal presents the scope of work, <br />schedule, and budget estimate for the preparation and submittal to the FDEP the applications for <br />the permit modification to include two emergency generators at the IRCL facility. The proposal <br />was prepared in response to a verbal request from Mr. Himanshu Mehta, P.E., Managing <br />Director, of SWDD, during a 4 October 2018 telephone conversation with Dr. Kwasi Badu- <br />Tweneboah, P.E. of Geosyntec. <br />Geosyntec has prepared this proposal as Exhibit 1 of CCNA-2018-WO No. 2, pursuant to that <br />certain Continuing Contract Agreement for Professional Services, dated April 17, 2018 <br />(collectively referred to as the "Agreement"), by and between INDIAN RIVER COUNTY, a <br />political subdivision of the State of Florida ("COUNTY") and Geosyntec ("Consultant'). <br />The remainder of this proposal presents: (i) project background; (ii) proposed scope of work; (iii) <br />schedule; and (iv) budget estimate. <br />PROJECT BACKGROUND <br />The IRCL facility is located in southern Indian River County, east of Interstate 95, south of Oslo <br />Road, and west of Rangeline Road in Vero Beach, Florida. The landfill serves the unincorporated <br />Indian River County and municipalities of Vero Beach, Orchid, Fellsmere, Sebastian, and Indian <br />River Shores. The SWDD administers the management and operation of the Class I Landfill at the <br />IRCL facility, and as such, it is the permit holder of the IRCL facility. This landfill facility is <br />currently operating under Title V Air Operation Permit No. 0610015 -005 -AV, effective June 1, <br />2017. The permit covers the following emission units: (i) EU 003 — Municipal Solid Waste <br />engineers ! scientists 1 innovators <br />
