Board of County Commissioners Meeting Minutes - Final September 11, 2018 <br />Attachments: Sheriff Loar Letter Dated August 13, 2018 <br />A motion was made by Vice Chairman Solari, seconded by Commissioner Flescher, <br />to approve an expenditure for the Sheriffs Department in the amount of $15,000, <br />payable from the Criminal and Sex Offender Registrant Fee account, to be used for <br />the purchase of Offender Watch Sex Offender notification software and Registrant <br />office supplies. PUBLIC HEARINGS <br />10.A. 18-2238 Escambia County Housing Finance Authority Multifamily Housing Revenue <br />Bonds (Taylor Pointe Apartments) (Legislative) <br />Recommended Action: The County Attorney's Office recommends that the chair open the public <br />hearing and take any input from the public and then have the Board vote as to <br />whether to approve the resolution authorizing the plan of finance for the <br />issuance of up to $16,000,000 in multifamily housing revenue bonds by the <br />Escambia Authority to be used to finance or refinance improvements to the <br />Taylor Pointe Apartments <br />Attachments: Staff Report <br />Proposed Resolution <br />PROOF OF PUBLICATION OF ADVERTISEMENT FOR HEARINGS IS ON <br />FILE IN THE OFFICE OF THE CLERK TO THE BOARD <br />County Attorney Dylan Reingold introduced the details regarding the issuance <br />of the Escambia County Housing Finance Authority Multifamily Housing <br />Revenue Bonds, which would allow for improvements and enhancements to the <br />Taylor Pointe Apartments, also known as Lindsey Gardens Apartments/Phases I <br />& II, located at 4885 38th Circle, Vero Beach. <br />Chairman O'Bryan opened the Public Hearing at 9:56 a.m. <br />Attorney Reingold presented information involving the tax-exempt bond <br />financing, explaining that the Escambia County Housing Finance Authority (the <br />"Escambia Authority") would be the issuer of the bonds, and pointed out that <br />the County would not be liable for the debt. <br />Helen Feinberg, RBC Capital Markets, representing the Escambia Authority, <br />read the Public Hearing notice into the record. When addressed by Attorney <br />Reingold, Ms. Feinberg declared where the proceeds of the bonds would be <br />used what the public purpose of the bonds would be. <br />Indian River County Florida Page 15 <br />
