Board of County Commissioners Meeting Minutes - Final September 18, 2018 <br />County Administrator Jason Brown provided background on the proposed purchase <br />agreement for the Dodgertown Golf Course (the Property), located at the southeast <br />corner of Aviation Boulevard and 43rd Avenue. <br />Deputy County Attorney Bill DeBraal used a PowerPoint presentation to provide <br />details of the proposed purchase agreement for the Property including restrictions <br />and timelines. Attorney DeBraal confirmed to the Board that staffs <br />recommendation was to approve the agreement in order to meet the October 5, <br />2018 deadline for signatures by both the City of Vero Beach and the County. <br />In response to a request from the Board, Administrator Brown displayed and <br />discussed two ideas for the future of the Property. Chairman O'Bryan mentioned <br />the deed restriction against residential development and stressed the conceptual <br />nature of the ideas shown. <br />The following speakers addressed the Board: <br />Bob Johnson, Coral Wind Subdivision, received clarification regarding funding for <br />the purchase. <br />Dori Stone, President, Indian River Chamber of Commerce, provided a letter of <br />support on behalf of the Chamber for the County's purchase of the Property. <br />Joseph Paladin, Black Swan Consulting, supported the sale of the Property to the <br />County. <br />Fred Augenstein, 179 Caprona Street, presented ideas to preserve the legacy of the <br />Property. <br />A motion was made by Commissioner Flescher, seconded by Commissioner Adams, <br />to approve the Agreement for Sale and Purchase of the Dodgertown Golf Course <br />Property with no changes. The motion carried by the following vote: <br />Aye: 4- Chairman O'Bryan, Commissioner Adams, Commissioner Flescher, and <br />Commissioner Zorc <br />Nay: 1 - Vice Chairman Solari <br />12. General Services <br />12.C.1. 18-2275 Notice of Hazard Mitigation Grant Program Award (Hurricane Matthew) for <br />Oslo Riverfront Conservation Area <br />Recommended Action: Staff recommends authorizing the Chairman to execute the grant award contract <br />and to direct Budget Office to authorize $16,250.00 for the project from the <br />Native Upland Mitigation Fund; and, authorize the Chairman to execute the <br />Indian River County Florida Page 12 <br />
