Board of County Commissioners Meeting Minutes - Final September 18, 2018 <br />Attachments: Commissioner's Memorandum <br />Comments from Fellsmere Police Chief Touchberry <br />Anti -chaining Ordinance Seminole County <br />[Clerk's Note: This is a continuation of the discussion started under item <br />IO.B.1. Request to speak from Betsy Begens regarding request for anti -chaining <br />ordinance for dogs and cats.] <br />Vice Chairman Solari advocated for animal welfare by proposing a revised <br />ordinance that would incorporate suggestions from the community and wording <br />from the Seminole County ordinance. <br />Commissioners and staff entered into a discussion regarding the challenges of <br />better enforcement for existing provisions, the needs of animal owners, and <br />suggestions for simplifying the language of the existing ordinance. <br />Ilka Daniel, Director of Animal Protection for the Humane Society, provided <br />reasons to support adopting a simplified ordinance similar to Seminole <br />County's. <br />A motion was made by Vice Chairman Solari, seconded by Commissioner <br />Flescher, to direct staff to revise the existing Ordinance with input from the <br />community and to bring it back before the Commission for consideration. The <br />motion carried by the following vote: <br />Aye: 5- Chairman O'Bryan, Vice Chairman Solari, Commissioner Adams, Commissioner <br />Flescher, and Commissioner Zorc <br />C. Commissioner Susan Adams <br />D. Commissioner Joseph E. Flescher <br />E. Commissioner Tim Zorc <br />15. SPECIAL DISTRICTS AND BOARDS <br />A. Emergency Services District <br />B. Solid Waste Disposal District <br />The Board reconvened as the Board of Commissioners for the Solid Waste <br />Disposal District. Those minutes will be approved at an upcoming Solid Waste <br />Disposal District meeting. <br />15.8.1. 18-2292 Second Amendment to Recyclables Transfer, Processing and Marketing <br />Agreement <br />Recommended Action: Staff is recommending that the SWDD Board approve and authorize the <br />Indian River County Florida Page 15 <br />
