CONSENT <br />INDIAN RIVER COUNTY, FLORIDA <br />MEMORANDUM <br />Honorable Board of County Commissioners <br />THROUGH: Jason Brown, County Administrator <br />THROUGH: Tad Stone, Director <br />Department of Emergency Services <br />FROM: Cory Richter, Assistant Chief <br />Fire Rescue Division <br />DATE: August 8, 2018 <br />SUBJECT: Approval of Renewal for a Class "E1" Certificate of Public Convenience <br />And Necessity for Stellar Transport, Inc. <br />It is respectfully requested that the information contained herein be given formal consideration <br />by the Board of County Commissioners at the next scheduled meeting. <br />DESCRIPTION: <br />On October 18, 2016, the Indian River County Board of County Commissioners approved a <br />Class "E Certificate of Public Convenience and Necessity for Stellar Transport, Inc. to provide <br />Wheelchair and Non -Emergency Stretcher transport service originating within Indian River <br />County. This certificate was necessary in order to comply with Indian River County Code of <br />Laws and Ordinances as specified in Chapter 304. The certificate was approved for a period of <br />two (2) years and will expire on October 18, 2018. <br />The Indian River County Code provides for routine renewal of the EMS Certificate of Public <br />Convenience and Necessity on an application by the certificate holder. This can be <br />accomplished without a public hearing if the Board has no reason to. believe that the public. <br />health, safety and welfare require it. Staff submits that there is no reason to hold a public hearing <br />and absent that requirement, the Board is requested to renew the certificate. <br />An application for the renewal of the Class "E1" certificate has been submitted by Stellar <br />Transport, Inc. Staff has reviewed the application and no reasons are known or perceived that <br />would require a public hearing pursuant to the established ordinance. <br />FUNDING: <br />There is no funding required for this item. <br />92 <br />
