DeBlois, AICP <br />Chief, Environmental Planning <br />DATE: November 1, 1994 <br />RE: Request for Board Approval of Extension to FIND <br />Project Agreement for the Oslo Riverfront Property, <br />and for Authorization to Contract with Bellomo-Herbert <br />& Company, Inc. for Professional Engineering & Design <br />Services <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting on November 8, 1994. <br />DESCRIPTION AND CONDITIONS <br />The Board of County Commissioners, at its meeting of April 27, <br />1993, authorized staff to submit a grant application to the Florida <br />Inland Navigation District (FIND) for limited public access <br />-.improvements on the Oslo Riverfront Property. The Oslo Riverfront <br />Property was jointly acquired by the County and St. Johns River <br />Water Management District in 1991 for conservation purposes. <br />Subsequently, "Phase I" of the application was approved by FIND, <br />and the County entered into a project agreement with FIND on <br />November 3, 1993. Phase I consists of permitting, engineering and <br />design of site -improvements, including boardwalks, limited parking <br />area design, and an observation platform. Attached is a table <br />summarizing Phase I project cost estimates.
