In Collier County, RCMA has a longstanding contractual <br />relationship with the State of Florida, Office of Early Learning Child Cafe Executive Partnership program. We successfully requested permission to expand that program to include Indian River in 17-18. This <br />program is designed to help families earning between 150% to 200% of poverty to receive child-care subsidies to help them pay for high-quality child care. This means a family of four earning from <br />$32,403-$48,600 qualifies. Local funds are matched $1 for $1 by the state. <br />For the 18-19 program year, we are requesting $75,000 from CSAC, which will then be matched by the state for a total of $150,000 to be shared equally by RCMA and Childcare Resources. Based on the <br />reimbursement rate for each child it is calculated that sixteen 3 to 4 year old children can be served. The state reimbursement rate per child is $36 per day and for a full year (260 days) the reimbursement <br />will be $9360 per child (16 children at $9630 = $149,760). RCMA Is required by the state to analyze the CCEP funds quarterly and provide a plan to ensure full utilization of funds, which could mean <br />additional children served. Parents pay fees based on income of $14 a week to $30 a week. Once in the program, A family's income can Increase (family of four: $55,899) yet they can still remain In the <br />program, paying a higher fee of $40 a week. This program addresses the ALICE population that is slightly above the poverty level, but struggling to afford quality child care. <br />Eligibility determination and reimbursement paperwork will be the responsibility of RCMA, and parents may choose child care most convenient to them. A task force consisting of employers, a <br />representative of CSAC, Childcare Resources and RCMA will be formed to track progress and plan future growth of the program. The opportunity to apply for CCEP funding happens in May of each year and <br />the CCEP state board approves allocations prior to July 1. <br />1 <br />
