CONSENT AGENDA <br />Indian River County <br />Inter -Office Memorandum <br />Office of Management and Budget <br />TO: Members of the Board <br />Of County Commissioners <br />DATE: October 17, 2018 <br />SUBJECT: Base Grant Recipient Request for Match Reduction <br />FROM: Kristin Daniels <br />Acting Budget Manager, Office of Management & Budget <br />BACKGROUND: <br />Indian River County is an award recipient of the Emergency Management Preparedness and <br />Assistance (EMPA) Grant. Per Chapter 27P-19.011(2) of the Florida Administrative Code, if the <br />Base Grant recipient does not comply with the match requirements in subsection 27P-19.011(1), <br />the recipient may request that the Division authorize a reduction in the amount of the match <br />required. <br />Due to employee turnover, Indian River County's Emergency Management Agency has seen a <br />reduction in their budget over and above what Chapter 27P-19.011(1) allows. The Agency's <br />long time Emergency Management Director retired in April of 2018 which caused an employee <br />training overlap and a vacation payout. These circumstances caused the Fiscal Year 2017/18 <br />budget to be higher than any other previous year. Although the decrease in Fiscal Year 2018/19 <br />funding does not reflect a reduction in the program itself, the attached letter is a requirement of <br />the grant. <br />STAFF RECOMMENDATION: <br />Staff recommends that the Board approve and authorize the Chairman to sign the attached letter <br />requesting a reduction in the Base Grant match requirement. <br />ATTACHMENT: <br />Request for Match Reduction <br />IRC Emergency Management Budget History <br />113 <br />
