INDIAN RIVER COUNTY, FLORIDA CONSENTAGENDA <br />MEMORANDUM <br />DATE: October 10, 2018 <br />TO: Jason E. Brown, County Administrator <br />THROUGH: Richard B. Szpyrka, P.E., Public Works Director <br />FROM: James Ennis, P.E., County Engineer <br />SUBJECT: Termination of Bid 2018003 Annual Bid for Aluminum Sign Blanks and <br />Hardware and Rebid <br />DESCRIPTION AND CONDITIONS <br />The Indian River County Traffic Engineering Division — Operations Section requested the solicitation of <br />annual bids to establish firm fixed pricing for aluminum sign blanks and sign posts on an as -needed basis. <br />The materials are necessary for daily repair, replacement and new installation of signs throughout the <br />County. On February 6, 2018, IRC Bid 92018003 was awarded to Traffic Supplies & Distribution, LLC of <br />Fort Pierce, FL and Osburn & Associates, Inc. of Logan, OH. On August 10, 2018, Traffic Supplies and <br />Distribution, LLC notified the County that the industry pricing of sign posts increased well over 40% and <br />was not able to honor the prices that was approved in the bid. The proposed 40% mark-up would not be in <br />the best interest of the County. In addition, on October 4, 2018 Osburn & Associates, Inc. notified the <br />County that due to the industry rise of prices for aluminum, they cannot renew the bid. <br />Staff finds it is in the County's best interest to terminate bid #2018003 with Traffic Supplies & Distribution, <br />LLC and Osburn & Associates, Inc., and rebid using different line item pricing that is equitable to both the <br />contractors and County. <br />FUNDING <br />Annual expenditures totaling approximately $91,000.00 for signs come from various accounts in <br />Transportation/Traffic Engineering to include 11124541-035290 and 11124541-035360. <br />RECOMMENDATION <br />Staff recommends the Board of County Commissioners: <br />• Terminate bid #2018003 with Traffic Supplies & Distribution, LLC and Osburn & Associates, <br />Inc.; and, <br />• Authorize staff to rebid. <br />ATTACHMENTS <br />Traffic Supplies & Distribution Email Message with Email Attachments 1 & 2 <br />Osburn & Associates, Inc.
