Brown <br />County Administrator <br />DATE: October 17, 2018 <br />SUBJECT: Red Tide Update and. Ratification of County Administrator's Actions <br />Staff would like to provide an update to the Board of County Commission on Red Tide in Indian <br />River County. <br />Initially, County crews (Road & Bridge, Parks, and Recreation) were cleaning the County's <br />beach access points each morning. This addressed the fish that washed ashore with each high <br />tide at these public access points. Upon confirmation of Red Tide in Indian River County, and <br />inclusion in the Governor's Executive Order, staff proceeded with the execution of a Grant <br />Agreement with the State of Florida, Department of Environmental Protection. This grant <br />provides 100% reimbursement of costs related to Red Tide Clean-up in Indian River County with <br />no local match required. The grant provides funds to the County which could be passed on to the <br />Cities and Towns through interlocal agreements. The executed grant agreement is provided for <br />Board ratification. <br />A meeting was held with representatives from the City of Vero Beach, the Town of Indian River <br />Shores, and the Town of Orchid. During this meeting, a determination was made that Indian <br />River County would proceed with a countywide cleanup effort rather than entering into interlocal <br />agreements requiring each City and Town to enter into separate agreements. <br />In order to get a contractor mobilized as quickly as possible, under the authority outlined in <br />Emergency Procurements Section 3.4 of the County's approved purchasing manual, a Work <br />Order and Notice.to Proceed was issued to Ceres Environmental Services, Inc. (Ceres), one of <br />the County's approved emergency debris removal contractors. The entire coastline of Indian <br />River County is to be cleaned as needed. The attached work order with Ceres is provided for <br />Board ratification. <br />150 <br />
