Those expenditures include operating expenses and other <br />expenses for each year. <br />According to law, all revenues from capacity charges must be spent on infrastructure improvements <br />that benefit the payer of the capacity charge. Therefore, capacity charge revenue and expenditure <br />amounts increase and decrease with development. For that reason, forecasting capacity charge <br />revenues and expenditures is difficult.
