Proclamation - National Adoption Month - - <br />PROCLAMATION <br />DECLARING THE IMDNTS OF NOVMMBHR, 1994 <br />AS NATIONAL ADOPTION NINTH IN <br />INDIAN RIVER COUNTY, FLORIDA <br />WHEREAS, all children need the love, support and stability <br />of . a family; and _ <br />WHEREAS, in the State of Florida, 9,284 children are living <br />in substitute care away from their families of birth; and <br />WHEREAS, 1,449 of these children will not return to their <br />birth families and are in need of a loving, caring adoptive <br />family; and <br />WSEREAS,'nearly all of these children have special needs; <br />emotional, physical. or mental disabilities, must be -placed as a <br />sibling group, are of a minority race or are older; and <br />WHEREAS,.. in 1993, there were 1,306 Florida children with <br />special needs placed into adoptive families; and <br />WHEREAS, it has been proven that there are indeed families <br />able and willing to adopt children with special needs; and <br />WHEREAS, children waiting for adoptive parents and families <br />who have adopted these children require and deserve community and <br />public agency support to sustain their adoptions: <br />NOW, THEREFORE, BE IT PROCLAIMED BY THE BOARD OF COUNTY <br />CONIlMIISSIONERS OF INDIAN RIVER COUNTY, FLORIDA that November, 1994 <br />be designated as <br />NATIONAL ADOPTION MONTH <br />in Indian.
