<br />DESCRIPTION AND CONDITIONS
<br />On August 15th, 2017 the Board of County Commissioners approved the Continuing Contract for
<br />Professional Services Work Order No. 14 with Kimley-Horn & Associates, Inc. Work Order No. 14 addresses
<br />Action Item 9.3 of the Gifford Neighborhood Plan, which was scheduled for completion by 2018. Under
<br />Action 9.3 the County agreed to improve and beautify the segment of 45th Street from 43rd Avenue to US #1
<br />with Phase II improvements. The improvements would include enclosing Sub-lateral'H' canal byculverting
<br />certain portions of the canal on the south side of 45th Street, adding a 6 -foot sidewalk, and adding
<br />landscaping improvements. As project developed, culverting of the entire canal from Lateral H to east of
<br />43rd Avenue was anticipated by the Gifford Community.
<br />This project was originally advertised and a single bid opened on May 23rd, 2018 in its entirety to construct
<br />these improvements. A single bidder responded with a bid totaling $3,545,744.00, which was considerably
<br />higher than the engineer's estimate. The board rejected the single bid on July 3rd, 2018 and authorized staff
<br />to rebid.
<br />Due to regional industry -wide material shortage for the main pipe sizes specified for the project, an
<br />invitation to bid to supply concrete pipe material for this project was issued on July 11th, 2018 in an effort to
<br />allow for additional bidders for the overall project. The successful bidder for pipe supplier was Hydro
<br />Conduit LLC d/b/a Rinker Materials for $915,842.70.
<br />This project was re -advertised with pipe material omitted on September 16th, 2018. Seven (7) qualified bids
<br />were received and opened. A detailed bid tabulation is on file and available for viewing in the County
<br />Engineering Division. A bid opening for the project was held on October 24th, 2018. Bid totals are as follows:
