DC 20590 <br />This reply is in response to the Florida East Coast Railway's (FECR) September 3, 2014, <br />petition, subsequently amended in letters dated July 16, 2015, June 7, 2016, and October 25, <br />2016, to the Federal Railroad Administration (FRA) requesting approval for FECR to carry, in <br />common carrier rail service, Methane, refrigerated liquid or Natural gas, refrigerated liquid, <br />UN 1972, Div. 2.1 (commonly known as liquefied natural gas or LNG), in cryogenic portable <br />tanks (T75, UN portable cryogenic tanks or cryogenic ISO tanks) secured within intermodal well <br />cars. <br />FECR had originally petitioned FRA, in a letter dated September 3, 2014, for approval of LNG <br />shipments on its network between Hialeah Yard (Miami, FL) and Bowden Yard (Jacksonville, <br />FL). The amended requests of June 7, 2016, and October 25, 2016, modified the destination <br />points to the Port of Miami (POM) and Port Everglades (POE). The rail distances from the <br />Hialeah Yard to these locations are approximately 15 miles and 23 miles respectively. The <br />origin and destination points for LNG shipments will be entirely within the operating network of <br />FECR. FECR has also submitted a number of technical support documents (listed in <br />Appendix A) with this petition, including a detailed risk assessment for the shipments of LNG on <br />these routes. FECR understands that additional shipments of LNG in ISO containers elsewhere <br />on its network would require a separate and distinct request for approval to be submitted to FRA. <br />Based on the review of the request and supporting documents, FRA is granting approval under <br />Title 49 Code of Federal Regulations (CFR) Section 174.63(a) to FECR for transporting LNG in <br />portable cryogenic tanks secured within intermodal well cars, subject to the following conditions. <br />This approval is valid for shipments between the origin point of FECR Hialeah Yard, and <br />the destination points of POM and POE beginning March 9, 2017, through June 30, 2019. <br />A maximum of 10 loaded portable tanks of LNG per day is approved for shipment in one <br />or more manifest trains. Each portable tank must not exceed a water capacity of 11,000 <br />gallons. <br />2. Shipments must be transported only in intermodal well cars with only one portable tank <br />
