Board of County Commissioners Meeting Minutes - Final November 6, 2018 <br />Chairman O'Bryan recalled the decision made under Item 4 to the <br />Agenda/Emergency Items 12.G.3, until all five Commissioners can be present. <br />He invited public input on this item; there were no speakers. <br />A motion was made by Vice Chairman Solari, seconded by Commissioner Zorc, <br />to table Items 12.6.1. Surface Water Supply Topic; 12.6.2. Uniform Septic to <br />Sewer Policy; and 12.6.3. Comprehensive Water, Wastewater, and Reclaimed <br />(Reuse) Water Rate Study, and Water and Sewer Impact Fee Study <br />Recommendations, to the November 13, 2018 Board of County Commission <br />meeting. The motion carried by the following vote: <br />Aye: 4- Chairman O'Bryan, Vice Chairman Solari, Commissioner Adams, and <br />Commissioner Zorc <br />Absent: 1 - Commissioner Flescher <br />13. COUNTY ATTORNEY MATTERS <br />13.A. 18-2456 Escambia County Housing Finance Authority Area of Operation Resolution <br />Recommended Action: The County Attorney's Office recommends that the Board vote to approve the <br />resolution granting to the Escambia County Housing Finance Authority continued <br />area of operation authority for purpose of operating the Authority's Single -Family <br />Mortgage Loan Bond Program within Indian River County, Florida and authorize <br />the Chairman to execute the Resolution. <br />Attachments: Staff Report <br />Escambia County Housing Finance Authority Area of Operation <br />Resolution <br />County Attorney Dylan Reingold provided background on the Single -Family <br />Mortgage Loan Program operated by the Escambia County Finance Authority (the <br />Authority) and asked the Board to authorize the Authority to continue offering the <br />program within Indian River County. He noted that the program is designed to <br />assist first-time homebuyers in Escambia, Indian River, and seventeen other Florida <br />counties. <br />Helen Feinberg, representing the Authority, addressed questions from the Board on <br />the financing caps for the first-time homebuyers. <br />Vice Chairman Solari expressed concerns about potential homebuyers becoming <br />unable to afford their homes. <br />Ms. Feinberg explained that the program is designed to facilitate home ownership, <br />and discussed the Authority's procedures for screening prospective homebuyers. <br />A motion was made by Commissioner Adams, seconded by Commissioner Zorc, to <br />approve Resolution 2018-109, granting continuing "Area of Operation" authority to <br />the Escambia County Housing Finance Authority to operate its Single Family <br />Mortgage Revenue Bond Program within Indian River County, Florida; providing a <br />term; providing for repeal of inconsistent provisions, and providing an effective date. <br />The motion carried by the following vote: <br />Indian River County Florida Page 14 <br />
