Public <br />Discussion Items.] <br />Commissioner Zorc recounted the history of the property Kim Gilbert <br />purchased in 2008. The Commissioner and County staff worked together to try <br />to waive impact fees that were incurred by a previous owners' change of use; <br />the fees were reduced but could not be waived. Commissioner Zorc made <br />two suggestions for assistance: modify the existing policy regarding impact fees <br />charged after the fact, or allow a one-time waiver of these missed fees. <br />Chairman O'Bryan raised concerns about a possible conflict of interest with <br />Commissioner Zorc and his consulting firm which helps clients recover impact <br />fees. Commissioner Zorc explained that his firm does not charge clients in <br />Indian River County, and that his experience seemed relevant to Ms. Gilbert, <br />who is not a client. <br />The Commissioners entered into a discussion regarding conflicts of interest and <br />avoiding appearances of impropriety. Vice Chairman Solari suggested tabling <br />the issue to allow staff more time to research past occurrences of situations <br />similar to Ms. Gilbert's, and to return before the Board with more information. <br />Chairman O'Bryan suggested moving the item to Vice Chairman Solari's <br />matters to avoid any suggestion of conflict. <br />The Board reached a consensus to move the item to Commissioner Solari's <br />Indian River County Florida Page 17 <br />
