3. Use the balance of the funds from the grant to purchase <br />capital equipment and supplement funds already identified <br />for office renovations in the Department of Emergency <br />Services which will be submitted to the Board in a <br />-subsequent agenda item during the fiscal year. <br />No additional funds are needed to qualify for this grant. it <br />should be noted that funds received from the Emergency Management, <br />Preparedness and Assistance Trust Fund may not be used to supplant <br />existing funds. <br />ALTERNATIVE AND ANALYSIS <br />The Base Grant includes a scope of work that must be completed <br />during the term of the grant. It also provides certain computer <br />equipment to be used for satellite communications between the State <br />Emergency Operations Center and the Indian River County EOC. As <br />mentioned above and noted in the grant cover letter, a deduction of <br />$4,500 has already been made by the state for communications costs <br />per section 9G-19.005 (3), Florida Administrative Code. <br />This recent legislation now included in Chapter ,252, Florida <br />Statutes compels emergency management agencies to comply with the <br />following. <br />1. Work with the Department of Education and local school <br />board to develop new criteria designed to ensure that <br />new education facilities can serve as public shelters for <br />emergency management purposes. <br />2. Serve as liaison and coordinator of municipalities, <br />requests for state and federal assistance during <br />post -disaster emergency operations. <br />3. Identify and register persons in need of assistance and <br />plan for resource allocation to meet identified needs. <br />Disabled persons must be given the option of <br />preauthorizing emergency response personnel to enter <br />their homes during search and rescue operations if <br />necessary to assure their safety and welfare. Emergency <br />Management agencies must work with HRS, health care <br />agencies, community-based service providers, and home <br />health care providers to inform all their incoming <br />clients of the registry as part of the intake process. <br />4. Assist in surveying all schools, and other state, <br />municipal, and county owned public buildings to identify <br />those suitable to serve as shelters and those suitable to <br />be retrofitted for shelters using state funds. <br />5. Requires the local emergency management agency to review <br />the comprehensive emergency management plan for all <br />intermediate care facilities for the developmentally <br />disabled, facilities serving seven or more people, and <br />homes serving individuals who have complex medical <br />conditions. The local emergency management office must <br />ensure that, at a minimum, the following agencies and <br />organizations are given the opportunity to review the <br />plan: Department of HRS, Agency for Health Care <br />Administration, the Department of Community Affairs, and <br />appropriate volunteer organizations:- The coordination <br />process is handled at the local level by the EM agency <br />and all required reviews must be completed within 60 <br />days. <br />NOVEMBER 22, 1994 31 <br />BOOK FAu. 8 , � <br />
