EXHIBIT A -SCOPE OF WORK <br />Alternatives Analysis — Task 1 <br />Project Permitting <br />1. Evaluate existing Indian River South Regional Wastewater Treatment Facility (SRWWTF) <br />FDEP Operating Permit for required permit modifications for this use including discharge <br />point and monitoring wells. <br />2. Evaluate Indian River Club SJRWMD ERP to determine required permit modifications <br />including nitrogen and phosphorus levels. <br />3. Evaluate IRFWCD permit (Indian River Club) criteria for discharge requirements. <br />4. Summarize permitting issues and findings and determine the constraints on proposed <br />system alternatives. <br />System Evaluation <br />5. Evaluate existing reclaimed pump station operation so proposed alternative systems can <br />be integrated with it. Evaluate station hydraulics and control system. Evaluate storage <br />requirements for the ponds and pressurized system alternative. <br />Confirm required control system for reclaimed water system operations for both open <br />discharge and pressurized reclaimed systems. <br />7. Evaluate pond configuration and location for onsite and offsite alternatives. Coordinate <br />with SRWWTF and Indian River Club for location and configuration. <br />8. Evaluate the Indian River Club irrigation pump station as it relates to a pressurized <br />reclaimed water system. <br />9. Evaluate the potential for additional users of reclaimed water for the pressurized system <br />alternative. <br />Letter Report of Findings <br />10. Evaluate three alternatives for delivering reclaimed water. a) evaluate delivering <br />reclaimed water to a dedicated pond to be located on Indian River Club property, b) <br />evaluate delivering reclaimed water to a dedicated pond located on SRWWTF property <br />with support and separate delivery to their pump station, c) evaluate a pressurized system. <br />11. Develop engineer's opinion of construction cost for each alternative. <br />12. Develop Summary of recommendations <br />13. Attend and prepare summary meeting notes for (3) Project meetings and site evaluations <br />as needed. <br />
