Zito, Assistant County Administrator <br />From: <br />Anne Shepherd, Director Library Services <br />Subject: <br />Indian River County Library System Fellsmere Library Project <br />BACKGROUND <br />The Marian Fell Library was built in 1915 and added to the National Register in 1996. In 1987, the <br />County signed an agreement to provide services to the Marian Fell Library - 3 afternoons a week. <br />In 1989, the County gave the library to the Fellsmere Library Association, a volunteer group who <br />received the Historical Preservation Grant of $10,000, in 1989. Library service has not been <br />available in Fellsmere for several years. We are proposing a joint project between the Indian River <br />County Library System and the City of Fellsmere to provide library service to the community two <br />days a week, 4 hours each day. We are requesting the Board approve the 5 year Interlocal <br />Agreement between City of Fellsmere and Indian River County. <br />DESCRIPTIONS AND CONDITIONS: <br />The Fellsmere Library is about 900 square feet and contains a kitchen, restroom and open library <br />area. The floors are the original yellow pine wood and some of the original furniture remains. The <br />library is located at 63 North Cypress, which is about 8.5 miles from the North County Library and <br />across the street from Fellsmere Elementary school and near the Boys and Girls Club. In the space <br />available, the Library would be able to provide four computers for public and staff use, <br />approximately 1,000 books, literacy services, storytimes and after school homework help. The <br />collection would be a combination of adult, large print, children's books for every level, teen and <br />Spanish materials. Access to all of our County Library collections would be available. The Library <br />system will provide most of the materials from our current collections with some reference <br />purchases. The two-day a week service would be provided by existing library staff. Some <br />furnishings would be purchased with Impact Fee funds. <br />The City of Fellsmere is proposing providing property upkeep, oversight, cleaning and painting of <br />the facility, telephone and utilities, some funding of materials, support and partnerships, and grant <br />opportunities. <br />C:\Users\legistar\AppData\Local\Temp\BCL Technologies\easyPDF 8\@BCL@700E1AE0\@BCL@700E1AE0.doc 180 <br />
