accept the improvements as part of the County Utility System. <br />While the improvements are in the ownership of the City, the County <br />shall operate, maintain, repair, and replace, if necessary, such <br />improvements as if the improvements were part of the County's <br />utility system. The County's cost to operate, maintain, repair and <br />replace such improvements shall be included in the County's usual <br />utility charge to its customers. <br />SECTION 6.O8. CONCURRENCY; SYSTEM EXPANSION OBJECTIVES. <br />(A) The construction, expansion or acquisition of any water <br />or wastewater utility facilities by the County, or major <br />alterations which affect the quantity or quality of the level of <br />service provided or available within the incorporated areas of the <br />City shall be consistent with the applicable local government <br />comprehensive plans adopted pursuant to Chapter 163, Part II, <br />Florida Statutes; provided, however, no local government <br />comprehensive plan shall require the County or the City to <br />construct, expand, or perform a major alteration of any public <br />facility which will result in the impairment of covenants and <br />agreements relating to any bonds or other obligations issued by <br />either the County or the City. <br />(B) The County and the City hereby establish common goals and <br />objectives to extend and expand the resulting water and wastewater <br />system to be operated by the County both inside and outside of the <br />incorporated area of the City: <br />CJ <br />(1) Within 18 months of the transfer of the Sebastian <br />-.1 <br />.90 <br />Utility System to the County as contemplated in this Agreement, to <br />tD <br />Ca <br />22 of 28 <br />%D <br />co <br />
