Post was employed by Indian River County September 1, <br />1989. She works as an Account Clerk III in Water Production. Her <br />appeal concerns the eligibility of her grandchild for coverage <br />through the employee health care program. <br />Mrs. Post added her daughter (the baby's mother) to her insurance <br />plan as a dependent in June, 1993. In August, 1994 she attempted <br />to add the baby (age 18 months) to her plan as a dependent also. <br />The insurance plan requires that Mrs. Post be legal guardian of the <br />child in order to obtain dependent coverage (attachment "A"). <br />Mrs. Post appealed the matter to you -September 29, 1994 - (ittachment <br />"B") under Section 100.06, Indian River County code. Your meeting <br />with her October 6, 1994 and research of the legal guardianship <br />rule led you to uphold the earlier determination that the <br />grandchild was not eligible for coverage as a dependent. <br />On November 10, 1994 Mrs. Post requested a review of the matter by <br />the Board of County Commissioners (attachment "C"). Since the <br />earlier appeal had been heard under Section 100.06 of the Indian <br />River County code, Assistant County Attorney O'Brien opined that <br />her request to be added to the Board of County Commissioners agenda <br />should be granted (attachment "D"). <br />For information, the health plan does provide for coverage of the <br />children of dependents up to age 18 months. The plan is not funded <br />for the coverage of grandchildren beyond that age and the <br />underwriters don't have data to indicate what the potential <br />exposure would be for the county work force. Any change would <br />normally involve measurement of that liability and funding for it, <br />in addition to the philosophical considerations involved. <br />After discussion regarding the basis for the appeal, Chairman <br />Tippin announced the consensus was that the matter be tabled for <br />one week and instructed staff to obtain a written response from <br />Anthem to bring to that meeting or to have a representative <br />present. <br />ON MOTION by Commissioner Adams, SECONDED by <br />Commissioner Macht, the Board by a 4-0 vote <br />(Commissioner Eggert being absent), tabled the <br />matter for one week pending an opinion from Anthem, <br />the insurance agent, pursuant to staff's <br />tions. <br />14 <br />31 <br />BOOK��,, 8 <br />
