J <br />Ninety-eight and one half percent (98.5%) of the properties are <br />substandard or "undersized," according to Indian River County's <br />Comprehensive Plan and the County Public Health Unit, Division of <br />Environmental Health, which require that new lots utilizing well and <br />septic systems be a minimum of one-half acre. If served by a public <br />water system, the lot may be reduced to one-quarter acre in size. <br />Lots not meeting these minimum standards are called "undersized <br />lots." <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners approve the attached Resolutions I and <br />II and set the public hearing date. <br />Administrator Chandler advised the Board that the public <br />hearing date should be extended from January 3, 1995, to January <br />10, 1995. <br />ON MOTION by Commissioner Adams, SECONDED by <br />Commissioner Bird, the Board, by a 4-0 vote <br />(Commissioner Eggert being absent), adopted <br />Resolution 94-156 providing for Phase IV of the <br />water Main Extension Growth Plan, providing the <br />total estimated cost, method of payment of <br />assessments, number of annual installments, and <br />legal description of the area specifically served. <br />ON MOTION by Commissioner Adams, SECONDED by <br />Commissioner Bird, the Board, by a 4-0 vote <br />(Commissioner Eggert being absent) adopted <br />Resolution 94-157 setting a time and place at which <br />the owners of properties located generally in <br />various subdivisions off Oslo Road, and other <br />interested persons, may appear before the Board of <br />County Commissioners and be heard. <br />43 <br />DECEMBER 6, 1994 <br />BOOUL SW <br />
