Standard ContractorNendor qualifications include but are not limited to: <br />1. Current license(s) with the appropriate jurisdiction. <br />2. A satisfactory record regarding complaints filed against the contractor at the <br />State, Federal or local level. <br />3. Insurance: <br />a. Contractor's Public Liability Insurance in an amount not less than <br />$1,000,000 aggregate coverage <br />b. A certificate evidencing Worker's Compensation insurance in statutory <br />limits in accordance with Florida law. <br />c. A certificate evidencing Auto Insurance, including bodily injury, in an <br />amount not less than $1,000,000 per accident and in the aggregate. <br />d. A certificate evidencing General Liability insurance covering bodily injury, <br />including death and property damage, in an amount not less than <br />$1,000,000 combined single limit per occurrence. <br />e. Copies of certificates shall be provided to the PA. The Contractor shall <br />provide the PA with a certificate of insurance from the insurer <br />guaranteeing thirty (30) day notice to the Housing Rehabilitation Program <br />before discontinuing coverage. <br />4. A satisfactory credit record, including: <br />a. References from two (2) suppliers who have done business with the <br />contractor involving credit purchases. <br />b. References from three (3) subcontractors who have subcontracted with <br />the contractor. <br />c. The ability to finance rehabilitation contract work so all bills are paid before <br />requesting final payment. <br />5. Satisfactory references from at least three (3) parties for whom the contractor <br />has performed construction work. <br />6. Absence from any list of debarred contractors issued by the Federal or State <br />DOL, HUD or FDEO. <br />7. Acceptance of all program requirements, including but not limited to Section 3 <br />goals and reporting. MBE goals and reporting and where applicable <br />prevailing wage requirements. <br />The HRS will assure that current and past performance of the contractor are <br />satisfactory based upon readily available information, and reserves the right to <br />check any reliable source in establishing such determination. <br />The HRS will explain the contractor's obligations under Federal Equal <br />Opportunity regulations and other contractual obligations at the pre-bid <br />conference. Program procedures, such as bidding and payment will also be <br />explained to the contractor. <br />36 <br />
