December 6, 1994 <br />SPECIAL MEETING <br />The Board of County Commissioners of Indian River County, <br />Florida, met in Special Session in County Commission Chambers, 1840 <br />25th Street, Vero Beach, Florida, on Tuesday, December 6, 1994, at <br />1:30 p.m. Present were John W. Tippin, Chairman; Kenneth R. Macht, <br />Vice Chairman; Fran B. Adams; and Richard N. Bird. Commissioner <br />Carolyn K. Eggert was in the hospital recovering from knee surgery. <br />Also present were James E. Chandler, County. Administrator; Charles <br />P. Vitunac, County Attorney; and P. J.
