Zito, Assistant County Administrator <br />From: Mike Redstone, Recreation Manager <br />Subject: Indian River County Ballfields Bulk Rental Agreement Template <br />BACKGROUND: <br />Indian River County owns and maintains ballfields throughout the County. The facilities have been <br />developed to include ballfields that are multi -use. These fields can be used by children and adults <br />of all ages. They are used by various sports teams that originate within the county. The ballfields <br />are utilized primarily by the public on a first come, first served basis free of charge, however; <br />exclusive reservations of the Ballfields are available to the public at the standard rental rate of $20 <br />per hour/per field and $20 per hour/per field for lights. The ballfields are also utilized for <br />programming activities by the County Recreation Division and subject to availability for private <br />rental. <br />DESCRIPTION AND CONDITIONS: <br />On February 2, 2016, the Board of County Commissioners approved a Bulk Rental Agreement was <br />with Michael Paul Massey d/b/a Baseball Club of the Treasure Coast, Inc., a 501 (C) (3) non-profit <br />organization. The Agreement requires a commitment to utilize the 58th Avenue Ballfields for a <br />minimum of 300 hours annually. In exchange for the Club's commitment, the County agreed to a <br />bulk rate of $10 per hour per field and $10 / hour for lights. <br />Most recently, the Recreation Division has received multiple inquiries as to field availability and <br />bulk rental rates. The proposed Bulk Rental Agreement template is substantially similar to the one <br />approved by the Board in 2016. It is intended for use only by non-profit organizations dedicated to <br />the development of sports teams in Indian River County. Instead of making individual reservations, <br />the organization would make a commitment to reserve a block of time for a minimum of 300 hours <br />over a course of 1 year. This bulk use agreement would contain a reduced rate that reflects a 50% <br />volume discount off the standard rental rate. The bulk use agreement rate is proposed at $10 per <br />hour/per field and $10 per hour/per field for lights. This would guarantee a source of revenue from <br />the use of the ballfields. Each Agreement would generate no less than $3,000 annually. The <br />Recreation Division expects to enter into at least two but no more than four Bulk Rental <br />Agreements annually.
