Board of County Commissioners <br />Meeting Minutes - Final January 22, 2019 <br />Commissioner Zorc suggested looking at the excess capacity of a permitted <br />deep injection well on the property formerly owned by INEOS New Planet <br />Bioenergy LLC, presently owned by Frankens Energy LLC (Frankens Energy). <br />Director Burke provided feedback, noting that it was his understanding that <br />Frankens Energy was looking into the integrity of the well due to their interest <br />in having the well repermitted. <br />Commissioner O'Bryan voiced his concern for deep injection wells; however, <br />he supported high-level discussions with agencies such as the Florida <br />Depa' liuent of Environmental Protection (FDEP) and the St. John's Water <br />Management District (SJWMD) to provide additional options for disposal, <br />noting the increased number of septic -to -sewer conversions and the growth <br />involving new developments requiring connection to the County's sewer <br />system. <br />Chairman Solari was not supportive of moving the item forward, making <br />mention of the articles he had recently read regarding biosolids contaminating <br />the drinking water. <br />Commissioner Zorc sought and received feedback regarding the possibility of <br />alternatives. Director Burke referred to a previous evaluation from CDM <br />Smith in 2018, in addition to providing the list of deep well options Geosyntec <br />would be researching following approval by the Board. Commissioner Zorc <br />declared his interest for research of alternative options. <br />County Administrator Jason Brown was in agreement that other options should <br />be researched and presented to the Board at a future meeting. <br />Commissioner Flescher was also hesitant to move forward with research <br />involving only deep injection wells; he suggested tabling and redefining the <br />item. <br />A motion was made by Commissioner O'Bryan, seconded by Vice Chairman <br />Adams, to approve staffs recommendation. The motion failed by the following <br />vote: <br />Aye: 2 - Vice Chairman Adams, and Commissioner O'Bryan <br />Nay: 3 - Chairman Solari, Commissioner Flescher, and Commissioner Zorc <br />C.
