They also affirmed <br />that they have an open mind and can base their decisions on the evidence <br />presented and the applicable law. The Deputy Clerk administered the Oath to <br />all persons who wished to speak at the hearing. <br />Chairman Solari opened the Public Hearing. <br />Community Development Director Stan Boling introduced Current <br />Development Senior Planner Ryan Sweeney, who used a PowerPoint <br />Presentation to provide in-depth details of the request by Grand Harbor North <br />Land LLC, to rezone approximately 413.01 acres and to obtain Conceptual PD <br />plan approval for a project to be known as Spoonbill Reserve PD. He pointed <br />out that the project site includes the County operated Spoonbill Marsh Wetlands <br />Treatment Facility (the Facility) and would provide a formal access to the <br />existing parking area at the Facility and the proposed expanded elevated <br />boardwalk system. Senior Planner Sweeney explained that the Stormwater <br />Plan would include an innovative man-made saltwater wetlands system to treat <br />the run-off generated by the project and water taken from the Indian River <br />Lagoon (the Lagoon); the treated water would then be discharged into the <br />Lagoon. He indicated that the water collected in FDOT Ditch #3 would <br />eventually be included in the proposed Stormwater Plan. <br />Commissioner O'Bryan voiced his concern for the Indian River Land Trust <br />property, located to the north of the proposed development. <br />Chairman Solari addressed the issue concerning the accessibility to Spoonbill <br />Marsh, making mention of the importance of public access and parking. <br />Steve Moler, Masteller & Moler, Inc., representing Grand Harbor North Land <br />LLC, provided details regarding access to 53rd Street and Spoonbill Marsh for <br />staff and the public. In addition, he responded to Commissioner O'Bryan's <br />inquiry regarding the proposed intake canal and settling ponds. <br />Indian River County Florida Page 8 <br />
