Reat g, <br />Community Devel pme Director <br />FROMs Sasan Rohani, AICP S -(L. <br />Chief, Long -Range Planning <br />DATE: December 6, 1994 <br />RE: CONSIDERATION OF THE REVISED INDIAN RIVER COUNTY <br />AFFORDABLE•HOUSINGi INCENTIVE PLAN <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their regular <br />meeting of December 13, 1994. <br />DESCRIPTION AND CONDITIONS <br />According.* to state requirements, each county or eligible <br />municipality participating in the State Housing Initiatives <br />Partnership Program (SHIP) must adopt an affordable housing <br />incentive plan within 12 months after the establishment of its <br />local housing assistance program. To comply with that requirement, <br />the Indian River County Affordable Housing Advisory Committee <br />reviewed local established policies, procedures, ordinances, land <br />development regulations, and the county's adopted comprehensive <br />plan and made specific recommendations to encourage or facilitate <br />the provision of affordable housing. <br />On January 13, 1994, the Indian River County Affordable Housing <br />Advisory Committee held a public hearing pursuant to the <br />requirements of Section 420.9076 (5), F.S., and continued the <br />public hearing to a time certain date on February 10, 1994. At <br />that time, the Affordable Housing Advisory Committee voted to <br />recommend that the Board of County Commissioners adopt the Indian <br />River County Affordable Housing Incentive Plan. <br />The proposed plan was presented to the Board of County <br />Commissioners on March 8, 1994. At that time, the Board approved <br />resolution #94-44, adopting the Indian River County Affordable <br />Housing Incentive Plan. In accordance with state requirements, <br />staff then transmitted a copy of the approved Affordable Housing <br />Incentive Plan and related information to the Florida Housing <br />Finance Agency for their review. <br />On October 26, 1994, the Florida Housing Finance Agency transmitted <br />a copy of their SHIP review committee findings to the county. <br />According to these findings, the county's Affordable Housing <br />Incentive Plan fails to meet two minimum requirements of Section <br />420.9076(6), F.S. One of these requirements relates to <br />establishment of expedited permit processing for affordable housing <br />projects, while the other relates to establishment of a process for <br />assessing housing cost increases associated with proposed <br />development regulations. <br />ANALYSIS <br />Upon receipt of the Florida Housing Finance Agency's (FHFA) <br />comments, county staff coordinated with FHFA staff. According to <br />FHFA, the county affordable housing incentive plan generally meets <br />the requirements of section 420.907, F.S. and rule 9I-37, F.A.C.; <br />however, minor deficiencies in the plan were noted. In the case of <br />both the expedited permit processing section and the financial <br />impact assessment section, the Florida Housing Finance Agency <br />indicated that changes were necessary. <br />34 <br />December 13, 1994 <br />
