RESOLUTION 85-128 (con't) <br />management system to retain or detain with filtration, as <br />a minimum, the first one -inch of runoff or the runoff from <br />a one-hour, three-year storm event, whichever is greater. <br />Required retention volumes may be accommodated in a <br />combination of exfiltration trenches, vegetated swales, <br />dry retention areas, lakes with vegetated littoral zones <br />or other suitable retention structures. All discharge <br />from the surface water management lakes shall meet the <br />water quality standards of Florida Administrative Code <br />Rule 17-3. <br />Final drainage plans shall be submitted to the Florida <br />Department of Environmental Regulation, St. Johns River <br />Water Management District, Indian River County, and the <br />Treasure Coast Regional Planning Council. The plans shall <br />include plan view and cross-sectional drawings (certified <br />by a professional engineer) of the swale system, <br />exfiltration trenches, lake systems and outfalls to waters <br />of the State; calculations of retention capacity in the <br />swales and exfiltration systems and detention capacities <br />in the lakes; and all pertinent elevations including <br />existing seasonal high groundwater elevation, normal water <br />level, design high water level and control structure <br />inverts. Clearing of the land shall not begin until the <br />plans are approved by the appropriate agencies. Direct <br />discharge of untreated surface water runoff from off-site <br />sources into the marina basin(s), the estuary/waterway <br />system or the Indian River Lagoon which would degrade <br />water quality within these systems shall not be allowed. <br />The plans shall be approved by the County in conjunction <br />with any necessary approvals or permits from St. Johns <br />Water Management District, prior to any land clearing, <br />excavation, or construction on site. <br />26. The developer shall establish a vegetated and functional <br />littoral zone as part of all lakes in the surface water <br />management system. Prior to any excavation or <br />construction of lakes and the surface water management <br />system for any phase of the project, the developer shall <br />prepare a design and management plan for the <br />wetland/littoral zone that will be developed as part of <br />these systems. The plan shall: 1) include typical cross <br />sections of the surface water management system showing <br />the average water elevation and the -3 foot contour (i.e., <br />below average elevation); 2) specify how vegetation is to <br />be established within these areas, including the extent, <br />method, type and timing of any planting to be provided; <br />and 3) provide a description of any management procedures <br />to be followed in order to assure the continued viability <br />and health of the littoral zone. The littoral zone, as <br />established, shall consist entirely of native vegetation <br />and shall be maintained permanently as part of the water <br />management system. As a minimum, 10 square feet of <br />vegetated littoral zone per linear foot of lake shoreline <br />shall be established as part of the surface water <br />management system. The plan shall be subject to approval <br />by Indian River County, St. Johns River Water Management <br />District and the Treasure Coast Regional Planning Council <br />prior to beginning any excavation of lakes or other <br />portions of the stormwater/.:surface water management <br />system. The wetland/littoral zone management plan shall <br />be implemented and work inspected and approved by the <br />County no later than 18 months after the lakes are <br />excavated. <br />Page 7 <br />
