Whistleblower Protection enacted by Section 828 of P.L. 112-239 and permanently extended under P.L 114-261. <br />Attachment G — Civil Rights Requirements <br />Fair Housing <br />As a condition for the receipt of CDBG funds, each Recipient must certify that it will "affirmatively further fair <br />housing" in its community. The Recipient shall demonstrate its commitment to affirmatively further fair housing by <br />implementing the actions listed below. <br />Each Recipient shall do the following: <br />1) Have in place a fair housing resolution or ordinance that covers all Federally protected classes (race, color, <br />familial status, handicap, national origin, religion, and sex); <br />2) Designate an employee as the Fair Housing Coordinator who is available during regular business hours to <br />receive fair housing calls; <br />3) Publish the Fair Housing Coordinator's contact information quarterly in a newspaper of general circulation in <br />the Recipient's jurisdiction so that people know who to call to ask fair housing questions or register a <br />complaint. Alternatively, the Recipient can post the coordinator's contact information throughout the quarter <br />on the home page of its website; <br />4) Establish a system to record the following for each fair housing call: <br />a) The nature of the call, <br />b) The actions taken in response to the call, <br />c) The results of the actions taken, and <br />d) If the caller was referred to another agency, the results obtained by the referral agency; <br />5) Conduct at least one fair housing activity each quarter. Identical activities (see examples below) shall not be <br />conducted in consecutive quarters; and <br />6) Display a fair housing poster in the CDBG Office. (Thus does not count as a fair housing activity.) <br />The Recipient shall ensure that the fair housing contact person has received training so that he/she can handle <br />fair housing phone inquiries or refer the inquiries to the appropriate people/agencies. Records maintained by the <br />contact will help the community do the following <br />• Define where discriminatory practices are occurring, <br />• Help the community measure the effectiveness of its outreach efforts, and <br />• Provide the community with a means to gain information that can be used to design and implement strategies <br />that will eliminate fair housing impediments. <br />Examples of fair housing activities include the following: <br />X Making fair housing presentations at schools, civic clubs, and neighborhood association <br />meetings; x Conducting a fair housing poster contest or an essay contest; <br />x Manning a booth and distributing fair housing materials at libraries, health fairs, community events, yard sales, <br />and church festivals; and <br />48 <br />110 <br />
