Board of County Commissioners <br />Meeting Minutes - Final March 12, 2019 <br />$2,062,611 which includes the $50,000 allocation for the proposed needs study. <br />Attachments: Staff Report <br />Children's Services Funding History <br />Children's Services Meeting Minutes 2017 <br />Management and Budget Director Kristin Daniels used a PowerPoint <br />Presentation to detail the funding allocations for Children's Services since <br />March 2017, when the Board approved a three-year phase-in of funding to <br />reach the 0.1250 millage cap authorized for the program. She explained that <br />the tax roll growth was higher than anticipated; therefore, the 0.1250 millage <br />cap totals $2,062,611, an increase of 4.7% over the original approved amount. <br />Director Daniels also recounted that the Children's Services Advisory <br />Committee (CSAC) would be requesting a $50,000 allocation to fund the 2019 <br />needs assessment, pursuant to Ordinance 99-01. <br />A motion was made by Commissioner O'Bryan, seconded by Commissioner Zorc, <br />to approve staff's recommendation. The motion carried by the following vote: <br />Aye: 5 - Chairman Solari, Vice Chairman Adams, Commissioner Flescher, Commissioner <br />O'Bryan, and Commissioner Zorc <br />F. Additions/Deletions to the <br />Agenda/Emergency Items). <br />Chairman Solari announced that there had been another fatality linked to the Virgin <br />Trains USA (f/k/a The Brightline and All Aboard Florida) High Speed Railway <br />Project, and that the Florida Department of Transportation (FDOT) has not <br />responded to the Board's prior invitations to address the County's safety concerns. <br />Susan Mehiel, 1370 Saint Catherine's Circle, spokesperson for the Florida Alliance <br />for Safe Trains, discussed the organization's goal and reported on the March 6, 2019 <br />Indian River County Florida Page 8 <br />
