SPECIFICATIONS Division 2 — Technical Provisions <br />SECTION 1 — MOBILIZATION/DEMOBILIZATION <br />Perform preparatory work and operations in mobilizing for beginning work on the project, <br />including, but not limited to, those operations necessary for the movement of personnel, <br />equipment, supplies, and incidentals to the project site and for the establishment of temporary <br />offices, buildings, safety equipment and first aid supplies, and sanitary and other facilities. <br />Include the costs of bonds and any required insurance and any other preconstruction expense <br />necessary for the start of the work, excluding the cost of construction materials. <br />Demobilization shall be deemed to consist of all tasks necessary for removal of materials, plant, <br />and equipment from the site upon completion of the work, restoration of the site and site access <br />to original condition. <br />SECTION 2 - PREVENTION, CONTROL, AND ABATEMENT OF EROSION AND WATER <br />POLLUTION <br />PART 1 — GENERAL <br />1.1 SCOPE <br />A. This Section covers erosion control and the treatment of dewatering water and <br />stormwater runoff from the construction site and work area. Pollution control measures <br />shall prevent polluted or turbid waters from being discharged from the construction site <br />or work area to undeveloped portions of the site or offsite, including but not limited to <br />Multiple Separate Storm Sewer Systems (MS4s) and Waters of the State. <br />B. The OWNER considers pollution from dewatering water and stormwater runoff from a <br />construction site or work area to be a very serious offense. The CONTRACTOR is solely <br />responsible for preventing pollution caused by dewatering water and stormwater runoff <br />from the construction site or work area. Note that state regulations do not allow mixing <br />stormwater and dewatering groundwater in the same release — separate and <br />independent discharges are required. <br />C. Pollution control measures specified herein represent minimum standards to be adhered <br />to by the CONTRACTOR throughout the Project's construction. The OWNER reserves <br />the right to require the CONTRACTOR to employ additional pollution control measures, <br />when in the sole opinion of the OWNER, they are warranted. If site specific conditions <br />require additional erosion and stormwater pollution control measures during any phase <br />of construction or operation to prevent erosion or to control sediment or other pollution, <br />Wabasso Fishing Pier Demolition and Debris Removal Technical Provisions Page 2 of 39 <br />
