Board of County Commissioners <br />Meeting Minutes - Final March 26, 2019 <br />Recommendation 3 regarding littoral zone requirements. <br />Deb Robinson, Vice President of Laurel Builders and Chairman of the <br />DRPPAC, was in favor of following SJRWMD requirements regarding littoral <br />zones. <br />Wesley Mills, Mills, Short and Associates, felt that stormwater harvesting gives <br />the highest percentage in the reduction of pollutants: <br />Each Board member gave their input on littoral zone requirements with the <br />consensus that they were not in favor of getting rid of littoral zones and wanted <br />higher regulation standards for the SJRWMD. <br />A motion was made by Commissioner O'Bryan,seconded by Commissioner Flescher, <br />to approve a general policy for proposed changes affecting the development <br />industry, a cost benefit analysis using quantitative, qualitative or life cycle <br />approaches be presented to decision makers, including the Board of County <br />Commissioners. The motion carried by the following vote: <br />Aye: 5 - Chairman Solari, Vice Chairman Adams, Commissioner Flescher, Commissioner <br />O'Bryan, and Commissioner. Zorc <br />A motion was made by Commissioner O'Bryan, seconded by Commissioner Flescher, <br />to adopt the proposed LDR amendment codifying flexibility on palm tree canopy <br />credits. The motion carried by the following vote: <br />Aye: 5 - Chairman Solari, Vice Chairman Adams, Commissioner Flescher, Commissioner <br />O'Bryan, and Commissioner Zorc <br />A motion was made by Commissioner O'Bryan, seconded by Commissioner Flescher, <br />to deny the recommendation by the Development Review and Process Advisory <br />Committee to amend the Comprehensive Plan and Land Development Regulations to <br />eliminate County Littoral Zone Requirements and follow the requirements and design <br />criteria of the St. Johns River Water Management District. The motion carried by the <br />following vote: <br />Aye: 5 - Chairman Solari, Vice Chairman Adams, Commissioner Flescher, Commissioner <br />O'Bryan, and Commissioner Zorc <br />B.
