Zito, Assistant County Administrator <br />Kristin Daniels, Budget Director <br />Kevin Kirwin, Director, Parks & Conservation Resources <br />From: Beth Powell, Assistant Director, Park & Conservation Resources <br />Subject: Award of Bid 2019042 — Jones' Pier Fruit Stand Replica <br />DESCRIPTIONS AND CONDITIONS: <br />On August 14, 2018, the Board of County Commissioners executed a State of Florida Division of <br />Historical Resources Small Matching Grant for the Jones' Pier Conservation Area Fruit Stand and <br />related educational signage. On the same date, the Board also approved Work Order #3 to MBV <br />Engineering, Inc. ("MBV") for the architectural and engineering design for the Fruit Stand. The <br />reconstruction of the Fruit Stand is a part of the larger improvements on the Jones' Pier <br />Conservation Area which includes public access facilities, the wetland creation and hammock <br />restoration. The Fruit Stand will serve as a key interpretive feature on the conservation area <br />providing visitors with educational material about the site and adjacent features including the <br />Indian River Lagoon and Historic Jungle Trail. <br />MBV completed the design, engineering and bid specifications for the Fruit Stand in January 2019 <br />and the design was approved by the Division of Historical Resources. The construction of the Fruit <br />Stand and other grant obligations must be completed by June 30, 2019, in order to qualify for <br />reimbursement. <br />ANALYSIS: <br />Two bids were submitted, however, one was disqualified for failure to sign the bid form. The sole <br />responsive and responsible bid was provided by Indian River Docks, LLC. The budget for the <br />reconstruction of the Fruit Stand is $25,000 plus additional costs related to site survey and site <br />preparation. The qualifying bid by Indian River Docks, LLC in the amount of $23,122.50 has met <br />all necessary purchasing requirements and is registered with the Building Division. Indian River <br />Docks has successfully completed other projects for the County, including the Archie Smith Fish <br />House Dock. <br />49 <br />
