Szpyrka, P.E., Public Works Director <br />FROM: Kendra Cope, M.S., Coastal Resources Coordinator <br />SUBJECT: Renewal of Memorandum of Understanding between Indian River <br />County and Sebastian Inlet District for Coordination of Supplemental <br />Downdrift Nourishment and Related Coastal Activities <br />DATE: March 20, 2019 <br />DESCRIPTION AND CONDITIONS <br />On April 2, 2013 the Board approved a Memorandum of Understanding (MOU) between Indian <br />River County (County) and the Sebastian Inlet District (District) to cooperate in connection with <br />obtaining beach compatible materials from the dredging of the Sebastian Inlet sand trap and <br />other approved borrow sources to partially construct or repair dune projects located in previous <br />beach renourishment project areas or erosional hot spots along the County's beaches north of <br />the Florida Department of Environmental Protection (FDEP) Reference monument R-40 <br />(Wabasso Beach Park). <br />The MOU provides a mechanism for the County and District to increase State grant funding <br />opportunities on future beach projects. The State recognizes projects conducted in a manner <br />that encourages cost -savings, fosters regional coordination of projects, optimizes management <br />of sediments and project performance, protects the environment, mitigates impacts caused by <br />modified inlets and provides long-term solutions. The MOU address all of the State grant funding <br />eligibility requirements. <br />The executed MOU included a term limit of five (5) years, with one renewal option of an <br />additional five (5) years, upon satisfactory coordination between the County and District. The <br />County and the District are in agreement that renewing the MOU for an additional five (5) years <br />is beneficial to both organizations. The renewal of the MOU identifies the updated term limit <br />effective April 2, 2019 and contact information for the District.
