b. All owners shall complete, and not default upon, <br />payment of all property taxes for their respective <br />housing units. <br />9. Non-discrimination Policy <br />The IRCLHAProgram and all eligible sponsors shall not <br />discriminate in the IRCLHAProgram application and award <br />process on the basis of race, creed, religion, color, age, <br />sex, sexual preference, marital status, familial status, <br />national origin, or handicap. <br />10. Recycled/Repaid Funds for the Indian River County Local <br />Housing Assistance Trust Fund (IRCLHATF) <br />All funds repaid to the IRCLHATF shall be recycled for re -use <br />by the IRCLHAProgram. The funds repaid shall be added to the <br />existing balance of the IRCLHATF and redistributed for use <br />through the IRCLHAProgram. <br />11. Support Services for Eligible Recipients <br />The IRCLHAProgram will not provide funding for support <br />services such as tenant counseling, adult/child care, or <br />transportation assistance for eligible recipients. The <br />IRCLHAProgram may, if approved by the Board of County <br />Commissioners, provide financial assistance for the provision <br />of homeownership counseling activities for eligible recipients <br />and potential eligible recipients of the IRCLHAProgram. The <br />IRCLHAProgram may encourage the provision of any of the <br />previously described support services by private or public, <br />profit or not-for-profit organizations, while providing <br />technical assistance for the provision of such support <br />services. Local Housing Assistance Program Strategies <br />The strategies available for use in the IRCLHAProgram shall <br />serve to effectively reduce the cost of housing in two ways. <br />The first is by awarding grants or deferred loans to eligible <br />recipients, whereby a portion of the initial cost encountered <br />in acquiring or providing housing may be eliminated entirely <br />or deferred indefinitely until a time when the eligible <br />recipients may then be able to afford the costs. The second <br />method of reducing the cost of housing is by the provision of <br />loans at an interest rate lower than current market rates <br />offered by private financial institutions. Such low interest <br />loans result in reduced costs by decreasing the amount of <br />funds to be paid back over time. By utilizing assistance <br />14 <br />
