Board of County Commissioners <br />Meeting Minutes - Final April 16, 2019 <br />8.G. 19-0329 <br />Recommended Action: <br />Ranking of Firms and Award of RFP 2019028 for Sebastian Harbor <br />Preserve Boardwalk Design and Construction <br />Staff recommends the Board approve the committee's final ranking of firms and <br />award the project to Summerlin's Marine Construction for $102,613.50. Staff also <br />recommends the Board approve the sample agreement and authorize the Chairman <br />to execute it after the County Attorney has approved it as to form and legal <br />sufficiency and after receipt and approval of the required Public Construction Bond <br />and insurance. <br />Attachments: Staff Report <br />Sample Agreement <br />Approved staffs recommendation, with the final ranking of firms as follows: <br />1. CONSTITUTIONAL OFFICERS and GOVERNMENTAL AGENCIES <br />9.A. 19-0331 Indian River County Clerk of the Circuit Court and Comptroller, Jeffrey R. <br />Smith: Presentation of the Comprehensive Annual Financial Report <br />(CAFR) and Popular Annual Financial Report (PAFR) <br />Recommended Action: Presentation only - No action required <br />Clerk of Circuit Court and Comptroller Jeffrey Smith announced that the <br />Comprehensive Annual Financial Report (CAFR) for Fiscal Year 2017-2018 has <br />been completed, noting that the auditors had no comments for the Board or <br />Constitutional Officers, and that the document may be accessed on the County's <br />website. He confirmed that the report has been submitted to The Government <br />Finance Officers Association (GFOA) for their consideration in granting the County <br />its 35th consecutive Excellence in Governmental Reporting Award. Mr. Smith also <br />presented a detailed review of the Popular Annual Financial Report (PAFR), which <br />contains an accessible summary of information from the CAFR. Mr. Smith <br />thanked Finance Director Elissa Nagy, Senior Accountant Raeanne Cone, Staff <br />Accountant Michele King for their work on the reports, and the Clerk's Human <br />Resources Manager Laura McIver for designing the PAFR. <br />No Action Taken or Required <br />10.
