WHEREAS, it is recognized that high quality, nurturing <br />preschool experience for 3 and 4 year old children will help prevent <br />school failure, juvenile crime and teen pregnancy; and <br />WHEREAS, prevention is much less expensive than punishment or <br />other corrective action at a later date; <br />WHEREAS, it is in the public interest for the County and all its <br />citizens to assist in support of such a preschool program; and <br />WHEREAS, Section 129.06(2)(d), F.S., provides a method <br />whereby the County can accept donations and gifts; and <br />WHEREAS, said donations and gifts may be made for a particular <br />purpose, <br />NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF <br />COUNTY COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA <br />that: <br />1) There is hereby created a Community Child Care Resourses <br />Trust Fund, hereinafter called "The Fund". <br />2) The Fund may receive gifts and donations from public and <br />private sources. The County shall have a line item in the budget for <br />the trust fund. <br />3) The Fund shall be used to support a program that has as <br />its mission the providing of high quality; nurturing preschool <br />experience for 3 and 4 year old children in existing child care centers <br />which meet specific standards. <br />4) Disbursement of the funds will be subject to approval by the <br />Board of County Commissioners through normal County channels. <br />5) Staff shall submit a full report quarterly to the Board of <br />County Commissioners showing funds collected and spent. <br />This resolution was moved for adoption by Commissioner <br />Ma c h t and the motion was seconded by Commissioner <br />Adams , and, upon being put to a vote, the vote was as <br />follows: <br />
