INDIAN RIVER COUNTY, FLORIDA <br />MEMORANDUM <br />CONSENT <br />TO: <br />THROUGH: <br />FROM: <br />Jason E. Brown, County Administrator <br />Richard B. Ennis, P.E., PMP, Assistant Public Works Director <br />SUBJECT: FDOTTransportation Regional Incentive Program (TRIP) Agreement and Resolution <br />Authorizing the Chairman's Signature for 66th Avenue Roadway Widening from 49th <br />Street to 69th Street and Construction Engineering Inspection (CEI) Services <br />Project No. IRC -1505, FM No. 436379-1-54-01 <br />DATE: April 25, 2019 <br />DESCRIPTION AND CONDITIONS <br />Indian River County applied for and received a Transportation Regional Incentive Program (TRIP) Grant from <br />the Florida Department of Transportation (FDOT) in the amount of $4,747,018.00 for the widening of 66th <br />Avenue from a two-lane to a four -lane divided highway from 49th Street to 69th Street. Also included in the <br />grant are construction engineering inspection (CEI) services. The estimated total cost for the project is <br />$36,700,692.00. The proposed improvements will include widening, installation of exclusive turn lanes at <br />major intersections, utility relocation, bridge replacement and rehabilitation, installation of sidewalks, <br />landscape, drainage improvements, and transit infrastructure. The County's portion is estimated to be <br />$31,953,674.00. <br />FUNDING <br />Funding for the County's cost share in the amount of $31,953,674 will be funded over several years with a <br />combination of Optional Sales Tax and Traffic Impact Fees. The County currently has $21,102,982 budgeted <br />in the approved 5 year Capital Improvement Element with the project noted as not fully funded. The <br />remaining cost to the County of $10,850,692 will be budgeted in FY 2023/24 & FY 2024/25. For Fiscal Year <br />2018/19, funding is budgeted as follows: $500,000 Optional Sales Tax/ROW/66th Ave/49th St -69th St- Acct# <br />31521441-066120-07806, $1,000,000 Traffic Impact Fees/District 2/ROW/66th Ave/49th St -69th St. <br />Acct#10215241-066120-07806 and $150,000 Traffic Impact Fees/District 2, 66th Ave/49th St -69th St. <br />Acct#10215241-066510-07806. <br />RECOMMENDATION <br />Staff recommends the Board of County Commissioners approve the Transportation Regional Incentive <br />Program (TRIP) Agreement and Resolution and authorize the Chairman to execute the same. <br />ATTACHMENTS <br />1.
