are authorized as to all land use matters, zoning, building and <br />similar codes, hours of operation and related regulatory matters. <br />Any proposed amendment to this constitution relating to the <br />authorization of gaming or gambling activities shall provide for <br />voter approval, within a county prior to any gaming or gambling <br />activity being authorized therein and such activities shall be <br />subject to local control and regulation by the county or <br />municipality wherein such activities are authorized as to all land <br />use matters, zoning, building and similar codes, hours of operation <br />and related regulatory matters. <br />BE IT FURTHER RESOLVED that in accordance with the <br />requirements of section 101.161, Florida Statutes, the title and <br />substance of the amendment proposed herein shall appear on the <br />ballot as follows: <br />LOCAL CONTROL AND REGULATION OF GAMING <br />AND GAMBLING ACTIVITIES <br />Proposing an amendment to Article X of the State Constitution <br />by adding Section 16 to provide for local control and regulation of <br />gaming and gambling activities. <br />Local Control and Regulation of Gaming and Gambling <br />Activities. - Proposing to amend the State Constitution by adding <br />a provision requiring local voter approval of gaming and gambling <br />activities and granting local governments the power to regulate and <br />control any gaming and gambling activities which may be permitted <br />by means of land use decisions, zoning, building and related codes, <br />hours of operation, and related regulatory matters. The amendment <br />does not affect pari-mutuel or lottery activities which are <br />currently authorized by law. <br />I.
