CONSENT <br />subsequently to submit a best and final offer. Bridge Division (DFI) <br />Palm Bay <br />5. <br />Boromei Construction <br />Okeechobee <br />FUNDING: <br />Project cost was anticipated to be $250,000. The average total price proposal initially submitted <br />by the five firms was $200,809.65, and average of the two top, ranked firms' price proposals was <br />$167,433.07. The two top ranked firms were asked to offer modified offers, minimizing the railing <br />required (by extending boardwalk length), and optimizing the balustrade design to increase <br />projected lifespan of the boardwalks. Both serve to reduce ongoing maintenance after <br />construction, and minimization of railing is anticipated to also enhance the view from the <br />boardwalks. Both firms subsequently submitted lower pricing for the boardwalks as requested. <br />The two top ranked firms were also invited to offer other design options, based on their <br />discussions with the committee during interviews. Indian River Docks did not propose an <br />alternate. Summerlin's submitted a design with an even further reduction in handrails. <br />Staff prefers the alternate proposed by Summerlin's at a proposed price of $102,613.50. <br />On December 4, 2018, the Board of County Commissioners approved an update to the 5 Year <br />Capital Improvements Program for the period of FY 2018/19-2022/2023. Within this plan, <br />$250,000 is identified in FY2018/19 under the Sebastian Harbor preserve FCT Grant Fund 145 for <br />the Sebastian Harbor Preserve public use improvements. Account number 14514639-066390- <br />18035 was established to fund the improvements to this site. <br />RECOMMENDATION: <br />Staff recommends the Board approve the committee's final ranking of firms and award the project <br />to Summerlin's Marine Construction for $102,613.50. Staff also recommends the Board approve <br />the sample agreement and authorize the Chairman to execute it after the County Attorney has <br />approved it as to form and legal sufficiency and after receipt and approval of the required Public <br />Construction Bond and insurance. <br />Attachment: <br />Sample Agreement <br />For April 16, 2019 <br />101 <br />
