Zito, Assistant County Administrator <br />From: Beth Powell, Assistant Director, Park & Conservation Resources <br />Subject: Award of Bid 2019038 — Jones' Pier Saltmarsh Wetland Planting <br />DESCRIPTIONS AND CONDITIONS: <br />Indian River County advertised and received bids for saltmarsh wetland plants, including <br />installation, for the Jones' Pier Conservation Area saltmarsh as part of the larger improvements to <br />the conservation area currently in the final phases of design, engineering and permitting. Staff is <br />formalizing the bid documents for Phase I and II which will be advertised in Summer 2019. In <br />order to provide specialty wetland plants necessary to vegetate the created saltmarsh wetland, staff <br />prepared a bid with planting specifications specific to the wetland area. Many of these plants must <br />be contract grown as they are not readily available in nurseries. <br />ANALYSIS: <br />Bids were received by Aquatic Plants of Florida for $17,958.00 and Wetlands Management SF, <br />LLC for $16,286.25. Because of the limited availability of certain plants, both bids listed some <br />species as not available, however, both bids were evaluated and considered to be responsive and <br />responsible and references were contacted. Staff has determined Wetlands Management SF, LLC <br />to be the lowest, responsive and responsible bidder. <br />FUNDING: <br />On December 4, 2018, the Board of County Commissioners approved an update to the 5 Year <br />Capital Improvements Program for the period of FY 2018/19-2022/2023. Within this plan, <br />$50,000 was identified for FY2018/19 to be funded from the Upland Mitigation Fund. Funding for <br />the wetland plantings (and upland landscaping) is available in the following account: <br />GL #12721037-033490-18010 <br />Native Uplands/Other Contractual Services/Jones Pier Improvements <br />RECOMMENDATION: <br />Staff recommends that the Board award bid number 2019038 to Wetlands Management SF, LLC in <br />the amount of $16,286.25. Staff further recommends that the Board approve the sample agreement <br />and authorize the Chairman to execute it after review and approval by the County Attorney as to <br />form and legal sufficiency, and after approval of the required insurance by the Risk Manager. <br />ATTACHMENTS: <br />Sample Agreement — Bid Number 2019038 <br />APPROVED AGENDA ITEM FOR APRIL 16, 2019 <br />87 <br />
