EXIUBIT A <br />STATEINENT OF BENEFITS <br />FLORIDA DEPARTMENT OF TRANSPORTATION <br />LOCAL GOVERNMENT COOPERATIVE ASSISTANCE PROGRAM <br />Application Agency Indian River County <br />Construction of 41st Street and 45th Street will provide two <br />east/west connections between US 1/SR 5 and Indian River Boulevard. <br />Indian River Boulevard is being constructed to relieve traffic <br />congestion on SR 5 by providing an alternate or bypass route. Be- <br />cause of right-of-way constraints in the urbanized Vero Beach area, <br />construction of additional lanes on SR 5 is not feasible. With the <br />growth of the Grand Harbor area, Indian River Boulevard is expected <br />to carry 78,000 vehicles per day by the year 2011. The traffic on <br />45th Street for the year 2011 is anticipated to be 16,700 ADT. <br />Forty -First Street traffic volumes are anticipated to be slightly <br />less than 45th Street. <br />Intersection improvements on SR 5 at 41st Street and 45th Street <br />are included. in this project. Right -turn acceleration and decelerat- <br />ion lanes will beā¢provided on SR 5 at both intersections. <br />Indian River Boulevard will serve as a hurricane evacuation route <br />during emergency situations. Forty -First Street and 45th Street <br />will provide east/west connections to US 1 to expedite evacuation. <br />A fire station is scheduled to be constructed on the northwest <br />corner of Indian River Boulevard and 45th Street. Construction of <br />45th Street will provide a vital link for providing emergency <br />services on SR 5. <br />NOTE: See Project Application Instructions, (B.
