Commissioner Adams continued that dumping on the roads had <br />increased and she believed they should reconsider the two -day -per - <br />week closing at Roseland and Fellsmere. <br />Commissioner Bird agreed the appearance of the transfer <br />station needed improving and added that cars were being abandoned <br />in the area as well. Commissioner Adams advised that the City was <br />working on the illegally dumped cars. <br />Commissioner Bird asked where the $130,000 was going to come <br />from if the transfer station was open for those additional two days <br />a week since it was not in the budget. <br />Chairman Macht recalled the budget hearings and how they were <br />able to save money and hold the millage rate. <br />Commissioner Tippin agreed that disguising the transfer site <br />was desirable, but had no sympathy for irresponsible lawbreakers <br />and believed the code should be enforced. He suggested that <br />mandatory collection was the alternative. <br />The Board agreed that everything possible should be done to <br />stop illegal dumping including signs and educational programs. <br />ON MOTION by Commissioner Adams, SECONDED by <br />Commissioner Eggert, the Board unanimously <br />directed Utility Services Director Terry Pinto <br />to develop a landscape design to disguise the <br />Fellsmere transfer station. <br />Commissioner Adams requested that the Fellsmere transfer <br />station be staffed during the upcoming Frog Leg Festival and <br />advised that, the City of Fellsmere would bear the financial <br />responsibility. <br />BARBER BRIDGE PRESERVATION DISCUSSION <br />Commissioner Bird brought the Board's attention to a proposal <br />by John H. Dean, architect, to the City of Vero Beach to save <br />portions of the Merrill Barber Bridge on -the east and west sides of <br />the river. He knew it was a complicated issue and did not want to <br />get into City Council's business, but he believed that from <br />strictly a recreation standpoint and maybe a tourism enhancement, <br />that leaving portions of the bridge made some sense. <br />44 <br />January 10, 1995 BOOK 94 PA �� 89 <br />
