E. Public Hearing Scheduled to .Consider Revisions to Chapter 304, Life <br />Support Services, as recommended by ESDAC <br />The Board reviewed the following memo dated January 9, 1995: <br />TO: Honorable Board of County Commissioners <br />THROUGH: Jim ChandlW1_ <br />ounty <br />FROM: Doug Wrigh, irector <br />Emergency Services <br />SUBJECT: Emergency Services <br />Recommended Revisions <br />and Establishment of <br />Proposed Changes <br />Administrator <br />DATE: January 9, 1995 <br />District Advisory Committee's <br />to Chapter 304, Life Support Services <br />Public Hearing Date to Consider the <br />As directed by the Board of County Commissioners on November 22, <br />1994, the Emergency Services District Advisory Committee met on <br />January 5, 1995, in a workshop meeting to consider revisions to <br />Chapter 304, Life Support Services. As you know, Chapter 304 governs <br />the process of issuing certificates of public convenience and <br />necessity as well as oversight of the various entities providing pre- <br />hospital ALS/BLS emergency medical transport and non -emergency <br />interfacility ALS/BLS ground transport. After hearing from current <br />certificate holders, current applicants, and potential applicants, <br />the workshop meeting resulted in the Advisory Committee recommending <br />the attached revisions and additions to Chapter 304. The additions <br />are indicated by underlining and the deletions are struck through. <br />At the same November meeting referenced above, the Board of County <br />Commissioners approved Emergency Ordinance No. 94-33 which expires <br />after sixty (60) days. The purpose of the temporary ordinance was to <br />provide authorization and conditions for certain adjacent county <br />ground transport providers to operate within the county without a <br />certificate of public convenience and necessity. Since this <br />ordinance expires on January 22, L995, staff requests the Commission <br />approve the date of January 24, 1995, as the date for a public <br />hearing to consider the Advisory Committee's recommendations on an <br />emergency basis. This request is predicated on the fast approaching <br />expiration date of the temporary ordinance; the need to ensure <br />continuity of certain medical transports; and the fact that the <br />Commission generally does not meet on the fifth Tuesday of the month <br />which would push the public hearing date into February. <br />Information regarding the proposed changes is being submitted to the <br />Board of County Commissioners at the meeting of January 10, 1995, to <br />allow sufficient time for review and consideration of the Advisory <br />Committee's recommendations. <br />Attachment <br />Proposed Changes to Chapter 304, Life Support Services <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Adams, the Board unanimously <br />approved scheduling a public hearing to <br />consider revisions to Chapter 304, Life <br />Support Services, as recommended by ESDAC, on <br />January 24, 1995. <br />6 <br />January 10, 1995 <br />
