Board of County Commissioners <br />Meeting Minutes - Final May 7, 2019 <br />Attachments: Staff Report <br />Purchase Agreement <br />Approved staffs recommendation <br />8.E. 19-0374 Approval of Sealed Bid Sale of 5836 26th Street - Bid 2019051 <br />Recommended Action: Staff recommends that the Board of County Commissioners ratify and accept the <br />high bid of $51,750 submitted by the BB&D of VB, LLC. Staff further <br />recommends the Board approve the attached Agreement to Purchase and Sell Real <br />Estate and authorize the Chairman to execute the agreement Finally, staff <br />recommends the Board authorize the County Attorney's staff to prepare and execute <br />any other necessary documents to complete the sale. <br />Attachments: Staff Report <br />Agreement to Sell and Purchase <br />Chairman Solari opened the discussion by noting that the property's high bidder, <br />BB&D, LLC, of Vero Beach, listed Wesley Davis, Indian River County Property <br />Appraiser, as a member of the company. The Chairman expressed faith in the <br />integrity of the bid process, but felt that it was improper for an elected official in <br />the Property Appraiser's Office to participate in the sale. Chairman Solari stated he <br />could not vote in favor of the item based on his concerns for the appearance of <br />impropriety. <br />Commissioner O'Bryan relayed the conversation staff had with the County Attorney <br />to ensure that the bid did not violate State statutes. <br />Charlie Wilson, Director of Governmental Affairs/Communication for the Property <br />Appraiser's Office, appeared before the Board to state that Wesley Davis had <br />resigned from BB&D on April 2, 2019. <br />A motion was made by Commissioner O'Bryan, seconded by Commissioner Zorc, to <br />approve staffs recommendations. The motion carried by the following vote: <br />Aye: 4 - Vice Chairman Adams, Commissioner Flescher, Commissioner O'Bryan, and <br />Commissioner Zorc <br />Nay: 1 - Chairman Solari <br />8.F. 19-0376 FDOT Transportation Regional Incentive Program (TRIP) Agreement and <br />Resolution Authorizing the Chairman's Signature for 66th Avenue Roadway <br />Widening from 49th Street to 69th Street and Construction Engineering Inspection <br />(CEI) Services - Project No. IRC -1505, FM No. 436379-1-54-01 <br />Recommended Action: Staff recommends the Board of County Commissioners approve the Transportation <br />Regional Incentive Program (TRIP) Agreement and Resolution and authorize the <br />Indian River County Florida Page 5 <br />
