INDIAN RIVER COUNTY, FLORIDA <br />MEMORANDUM <br />TO: Jason E. Brown, County Administrator <br />THROUGH: Richard B. Szpyrka, P.E., Public Works Director <br />FROM: James W. Ennis, P.E., Asst. Public Works Director <br />SUBJECT: Work Order No. 11, Kimley-Horn and Associates, Inc. <br />Indian River Boulevard and 37th Street (IRC -1910) <br />DATE: April 9, 2019 <br />DESCRIPTION AND CONDITIONS <br />Indian River County Public Works has reviewed the traffic volumes and Level of Service (LOS) for the <br />intersection of Indian River Boulevard and 37th Street. Based upon the review, staff determined that the <br />intersection is currently operating at a LOS of 'F' (failing). In addition to this, a review of the crash history at <br />the intersection indicated that an intersection realignment could result in a reduction in the frequency and <br />severity of accidents at this location. In order to improve the intersection's LOS and reduce the frequency of <br />accidents, re -aligning the intersection into the traditional perpendicular configuration ("T" intersection) and <br />facilitating safety improvements was necessary. <br />On April 17, 2018, the Board of County Commissioners approved the Continuing Consulting Engineering <br />Service Agreement for Professional Services with Kimley-Horn and Associates, Inc. <br />The purpose of Work Order No. 11 is to provide geotechnical, design, and permitting services to re -align the <br />37th Street Roadway, add additional eastbound and northbound turn lanes, replace the signal mast arm <br />assemblies, provide pedestrian crosswalks, pavement markings & signage, sidewalks with ADA compliant <br />ramps and associated drainage improvements at the intersection of Indian River Boulevard and 37th Street. <br />Work Order No. 11 is for a total lump sum amount of $194,680.00. <br />FUNDING <br />Funding is budgeted and available in Optional Sales Tax/Account No. 31521441-066510-19011/37th Street & <br />IR Blvd Intersection in the amount of $194,680.00. <br />RECOMMENDATION <br />Staff recommends approval of Work Order No. 11 to Kimley-Horn and Associates, Inc., authorizing the <br />professional services as outlined in the Scope of Services and requests the Board authorize the Chairman to <br />execute Work Order No. 11 on their behalf for a lump sum amount of $194,680.00. <br />ATTACHMENTS <br />Kimley-Horn and Associates, Inc.
