Board of County Commissioners <br />May 8, 2019 <br />Page 2 <br />3. Provide Roll Call training to law enforcement agencies in Martin County. <br />4. Will vet, hire, provide salary, benefits and supervise all personnel assigned to the program. <br />5. All GPS tracking equipment and monitors needed for the program. <br />6. Provide all training and certifications for personnel. <br />It was estimated that the Martin County Sheriffs Office would save one million dollars based on 35 beds <br />being used per day at $88.00 a day for each bed. That estimate did not take into account additional cases, <br />being able to save on inmate medical or the possibility of involving the weekend inmate program. <br />On April 24, 2019, the Indian River County Public Safety Council for Criminal•Justice, Mental Health and <br />Substance Abuse (the "Council") heard a presentation about pretrial services from Roy Hudson, Criminal <br />Justice Coordinator for the St. Lucie County Attorney's Office. At the meeting, Chief Judge Metzger, Judge <br />Cox and Judge Morgan all expressed support for the program and the importance of public safety. The <br />Council voted unanimously to support offering pretrial services in Indian River County and authorized the <br />County Attorney to gather more information and present the matter to the Indian River County Board of <br />County Commissioners (the "Board"). Since that time, I was able to obtain the interlocal agreement between <br />St. Lucie County and Martin County for the provision of pretrial services, which is attached. <br />Mr. Hudson has expressed his willingness to assist Indian River County in starting a separate program or <br />by providing a proposal for a contract. Mr. Hudson noted that the services for Indian River County may <br />slightly differ from the services provided to Martin County. A proposal would depend on his research and <br />analysis of needs of Indian River County. The County Attorney's Office recommends that the Board <br />authorize to the County Attorney's Office to work with the Indian River County Sheriff's Office and the St. <br />Lucie County Pretrial Program on gathering a more definitive cost estimate for providing services in Indian <br />River County. <br />RECOMMENDATION. <br />The County Attorney's Office recommends that the Indian River County Board of County Commissioners <br />authorize to the County Attorney's Office to work with the Indian River County Sheriff's Office and the St. <br />Lucie County Pretrial Program on gathering a more definitive cost estimate for providing services in Indian <br />River County. <br />ATTACHMENT(S). <br />Pretrial Supervision Program Handout <br />Interlocal Agreement between St. Lucie County and Martin County <br />Memorandum from Ray P.
