swale and she had almost driven into it. Nobody told the residents <br />they were going to dig that day, and no signs were posted. Mrs. <br />Gregory further found that her water meter was exposed and a broken <br />pipe merely had been taped. She understood that the swale is <br />needed for drainage as part of the Gifford Groves housing <br />development being built nearby, but losing so much of the right-of- <br />way has left just a sliver of a driveway on her property. She can <br />barely fit her car between two sets of stakes wrapped with yellow <br />tape. In need of a new roof, Mrs. Gregory worried about how <br />service vehicles would be able to get to her home. She emphasized <br />that she has seen swales this deep where you could fish in them, <br />but she has never seen swales this big in front of people's homes. <br />Mrs. Gregory was very concerned about how dangerous the swale is <br />for children and shuddered at the thought of the water attracting <br />mosquitos and snakes. She wondered why the swale could not have <br />been dug closer to the project along 48th Street on county right- <br />of-way where there are no homes. <br />Commissioner Eggert noted that she had talked to Public Works <br />Director Jim Davis and apparently an option being reviewed is <br />building culverts over existing pipes that have been exposed and <br />then filling the swales to their former state. <br />Steve Moler of the engineering firm of Masteller & Moler <br />explained that the drainage project will allow the water to travel <br />an east/west direction. <br />Commissioner Tippin wondered how this swale became a ditch, <br />considering all the permitting and everything that is required in <br />a drainage project. <br />Mr. Moler explained that they originally planned to dig the <br />swale along 49th Street but came up with the alternative route in <br />an effort to avoid flooding a wetlands area east of the <br />development. He assured Mrs. Gregory that a new fitting would be <br />installed on the water pipe that was broken and that everyone would <br />be happy when they are out of there. <br />Commissioner Bird stressed that there are two goals here: 1) <br />Allow the water to go through; and 2) Provide drainage for this <br />property. <br />Commissioner Eggert understood that the open swales will be <br />there no longer than 3 more weeks. <br />Chairman Macht felt that everything is underway <br />satisfactorily, and no action was taken. <br />23 <br />January 17, 1995 <br />,'ocK 94 113 <br />J <br />
