Commissioner Adams emphasized that the County does have <br />a plan. <br />Community Development Director Robert Keating noted that the <br />first couple of months of the study would be data collection, and <br />Commissioner Bird felt there would be enough time for these people <br />to get together without the timetable being changed. <br />Director Keating stressed that this is a major project and the <br />process allows a lot of opportunities to put in protection for the <br />Trail. Public hearings will be scheduled. <br />Commissioner Eggert agreed there is space in the current time <br />frame for these people to meet. <br />Ken Kennedy, representing the Kennedy Grove Group, felt Mr. <br />Speer did a good job in presenting what they want. As landowners <br />along the Frail, they don't want to wait two years to find out what <br />is going to happen with it. He admitted that they have had contact <br />with developers and some of their concerns are with traffic. The <br />north portion of the Trail has not been maintained very well for <br />the last 3-4 years. They have had a lot of rain and a lot of <br />vandalism has occurred. There is not enough room on the Trail <br />north of CR -510 for vehicles, horses and bikes. <br />Commissioner Eggert agreed with Commissioner Bird that there <br />is space in the current time frame for these people to hold a, large <br />meeting and there is no reason that they cannot come back to the <br />Board with it. It might be something which would help our <br />consultant. <br />Mr. Speer emphasized that they need to have a little more <br />certainty about what is going to happen with the Trail and it might <br />be that the consultant would spend a lengthy time on the study. <br />Ruth Stanbridge, representing the Indian River Historical <br />Society, emphasized that a viable plan is underway. She didn't <br />understand why this was happening at this late date. The DOT has <br />been moving very quickly and smoothly and are ready today to engage <br />a qualified engineering and planning consultant to work on Jungle <br />Trail. She noted that ISTEA has designated Phase I as the north <br />portion of Jungle Trail, from CR -510 to AIA.
